Job summary

We are looking for a Strategic Change Manager to play a key role in supporting the delivery of change initiatives in the Strategic Hub’s Change Team.


The Change Team is comprised of the Delivery Unit and the One Defence Mindset Team and has three main areas of focus:

  • Rapid Response (Delivery Unit) – Driving resolution to high profile, cross-cutting challenges for senior decision-makers, at pace.
  • Strategic Change (Delivery Unit) – To integrate change management across Strategic Hub, providing consultancy and support in the management of change as directed by ExCo and the Strategic Cycle to ensure that the critical areas of the business are able to deliver against outcomes, assuring change as it progresses, to maximise benefit realisation.
  • One Defence Mindset – Ensuring that everyone in Defence operates with a One Defence Mindset, making decisions and driving delivery in the best interests of Defence.

As a Strategic Change Manager your main focus will be strategic change, although you may be required to support the other two areas of focus as and when required.

This position is advertised at 37 hours per week.

Job description

  • Providing guidance and support to help the delivery of outcomes and the realisation of benefits for some of the most important programmes in Defence, by championing the use of best practice, providing expert advice and consulting subject matter experts where appropriate.
  • Providing practical understanding of implementing change to shape strategy and projects within a complex environment.
  • Diagnose, design and implement change interventions required to manage programme and organisational level change risk.
  • Identifying key stakeholders, building effective and collaborative relationships, and creating and maintaining stakeholder engagement plans.
  • Identifying, monitoring and managing risks and issues, developing and implementing mitigating actions and escalating as appropriate.
  • Contributing towards strategy development such as programme specific change management strategies.
  • Lead the integration of the strategic change offer across both the Strategic Hub and the Delivery Unit.
  • Identify any areas for improvement and impediments within the Strategic Hub and Delivery Unit to improve wider Defence outcomes.

Technical Competencies

The ideal candidate will have a good understanding of these competencies:

  • Change Management and Implementation
  • Stakeholder Engagement
  • Project Management

Desirable experience of leading Project Delivery and/or Change Management will be advantageous. A qualification in a Project Methodology (our team use the Scrum, Agile methodology) and/or Change Management (APMG Change Practitioner and/or PROSCI) are also desirable.

  • Experience in managing complex change projects and driving successful adoption.
  • You must be a good leader, able to work well with and through others to affect outcomes.
  • You should be used to working to tight deadlines and in an environment where priorities can and do change at speed.
  • Strong problem-solving and analytical mindset.
  • Experience of working collaboratively and building strong networks.
  • An ability to influence others to affect outcomes.
  • Excellent verbal and written communicate skills.
  • Experience working with senior officials.
  • Excellent judgement, including political sensitivity and the ability to operate successfully in political complexity.
