An exciting opportunity has arisen for an individual to undertake the role of Head of the Strategic Vulnerability Centre in the Crime & Public Protection Command. Helping victims and reducing vulnerability are at the heart of what we do in Essex Police.

Applications are invited from candidates who can evidence previous strategic experience, who have led high-level, strategic change internally and externally in a complex environment. We are seeking individuals who have the energy and gravitas to engage at Director level across partnerships to improve the Force and multi-agency response to vulnerability.

This is a complex and challenging role that requires the successful candidate to lead multiple teams and directly co-ordinate cross-command activity via the National Vulnerability Action Plan. The post holder additionally takes on the portfolio of the strategic lead for Missing Persons, to drive change across other commands and areas of business to reduce volume of demand and risk to the vulnerable. Operational credibility, negotiation and soft skills are key.

You will lead the Operational Development Team, which is the central repository of knowledge for vulnerability across the Force; the recently established Mental Health Prevention Team, which aims to reduce mental ill health demand on the Force; the Victim Services Team, who oversee the Force’s strategic response the victim; and it is anticipated that the Missing Persons Prevention Team will also come under the SVC later this year. You will be a senior member of the Senior Leadership Team and report into the Dectective Chief Superintendent, Head of Crime & Public Protection.

Geographically, this is a rare post that scrutinises performance across the whole of Essex, and its many partnerships at a strategic level. You will oversee the force’s response to Domestic Homicide Reviews and Safeguarding Adult Reviews and ensure the learning is captured and actioned across the Force, including monitoring overarching themes and perennial issues. You will hold various budgets and be ultimately responsible for keeping all C&PP policies and procedures up to date. You will be adept at writing complex reports and will provide regular deep dives and other briefings to PFCC, HMICFRS and COG. You will be comfortable presenting to, and working with, Chief Officers and senior leaders across the force.

You will be able to demonstrate previous experience in dealing with large teams in a complex and diverse organisation dealing with high risk or high-value business, delivering strategic change with internal and external stakeholders.

You should have a degree-level qualification in a relevant subject field or commensurate professional experience and qualifications and competence in child and adult protection matters including knowledge of relevant legislation such as the Children’s Act and the Care Act.

You should also have knowledge of current strategic national developments regarding vulnerability, including political and legislative changes, and knowledge and understanding of strategic change reports that affect vulnerability service delivery in policing.
