Principal Network Economist

Role title: Principal Network Economist
Reports to: Head of Networks Policy & Regulatory team
Location: Agnostic


Role Purpose:


The Principal Network Economist is responsible for leading our work on the economics of network industries, including topics around competition and regulation, network costing, auction theory and general understanding of financial accounts, to inform our policy development and advocacy in relation to our fixed and mobile networks and markets (including copper, cable, fibre and mobile networks).


The succesful candidate should be experienced in microeconomics, be able to define and manage quality economic analysis, and lead on how to interpret data and economic/financial models and communicate economic concepts effectively to diverse audiences.


The individual will also guide and shape our work on the broader assessment of the state of the sector - defining, directing, interpreting and challenging key trends on financial and economic health of the European telecom sector, to support and provide evidence for high level advocacy.

With us you will:


  • Defines and guides the Group methodologies for carrying out quantitative and economic assessments of our fixed and mobile telecom markets, to support regulatory decision making and external engagement
  • Oversees the sourcing, organising and processing of cost and market data to carry out specific analysis across our markets
  • Manages a Policy Manager in carrying out detailed analysis
  • Cooperates with the wider team in identifying and defining our policy priorities and relevant supporting analysis
  • Maintains an up-to-date position on the state / health of the sector, based on financial / sectoral data trend analysis.

Apply if you have:


  • Experience in leading projects involving complex economic / quantitative / commercial analysis
  • A strong understanding of regulated network industries, able to advise on the interplay between competition, traffic, network dimensioning, pricing, costs and margins
  • Able to make a clear and compelling link between economic analysis and convincing policy positions and arguments aimed at senior policymakers and regulators
  • Able to work effectively and knowledgeable with the GPPA team, opco teams and wider Group specialists across finance, technology and strategy, and to be regarded as the Group’s expert on the specifics of modern telecom network economics and architectures.


Must have technical / professional qualifications:


  • Correctly identifies and prioritises policy areas to be addressed, and successfully defines and manages analysis
  • Value to win / at risk from policy and regulatory issues supported
