This opening assignment is for 6 months
Enhanced DBS disclosure required This role will report to the Commissioning Programme Manager and will have supervisory/management responsibility for a number of staff. The post holder is required to manage programmes and projects in conjunction with a range of partners within and outside the organisation, to be responsible for delivering projects that have significant risk and/ or significant budgets or savings targets (e.g. c£10m) in conjunction with operational colleagues, external stakeholders and independent providers that result in improved outcomes for service users Key responsibilities:
- Design, implement and manage consistent project practices, standards and performance management systems, including the regular production of project level reports on progress towards project milestones and deliverables, risks and issues, dependencies, benefits realisation, stakeholder management and project finances
- Be responsible for the co-ordination and administration of Project/ Commissioning Boards and other governance groups and ensure they are well organised and effective
- Manage contracts directly and ensure that other contracts, managed by direct reports, are proactively managed to get best performance. Communication with the Quality Outcomes team enables compliance and monitoring to be actively managed
- Report monthly against projects and/ or commissioning exercises against milestones, risk, and issues, escalating deviations and exceptions to the relevant governance group or Manager
- Manage over time a variety of teams for a set period, being clear that strategic improvement is required not day to day involvement with operational tasks. Be able to identify changes that will improve outputs and outcomes
- Ensure that projects are developed in collaboration with service users, carers, their advocacy groups and other external stakeholders to secure service specific outcomes
- Responsible for ensuring that projects (e.g. with risk or cost and/ or savings of c£10m) are developed with clear business cases for revenue and capital funding, budgetary control and efficiency targets
- Oversee Information Management across programmes including maintenance of the electronic Programme Library and the documentation library ensuring that all documents are maintained, controlled and updated regularly by programme and project teams
- Working with the programme office engagement officer and project managers, maintain stakeholder lists and support the production of timely, effective communications across all stakeholder groups
- The optimum design of pathways or services maximising beneficial outcomes for service users whilst delivering value for money improvements that can be evidenced against existing budgets

- Degree educated or equivalent level experience
- Experience of managing teams and understanding how to improve team outcomes and outputs by building a positive culture and measuring and managing performance
- Experience of commissioning new initiatives and of delivering projects that result in substantial change and/or integration across organisations
- Demonstrable experience of working with service users, service colleagues and partners to create change that is co-designed
- Experienced in project development
- Experience of negotiating with partners and knowing what stance to take to get the best sustainable outcomes, balanced across stakeholder needs
- Experience of working across a range of key stakeholders, and across a range of different governing arrangements
- Experience of line-management
- Experience of successfully leading and implementing major change initiatives within the public or private sector
- Experience of managing multiple projects and programmes simultaneously and successfully delivering to timescales
- Experience of working with complex multi-agency partnerships and stakeholder groups, managing ambiguity and delivering organisations outcomes
- Excellent report writing and oral communication skills
- Excellent presentation skills
- Ability to negotiate, influence and work in partnership
