Financial Reporting Manager (Inside IR35)

Contract Term: 5 months until October 2023

Contracting Authority: Office for Environmental Protection (OEP) ALB of DEFRA

Location: Remote ( 2 days per Month in Worcester)

The Office for Environmental Protection (OEP) is a new public body which was legally created in November 2020 under the Environment Act 2021. Having become fully established in February 2022 by Parliament and the Assembly, it is now entering its second year of operation.

The OEP was established with the principal objective of contributing to environmental protection and improving the natural environment. The OEP supports Parliament in holding government to account on its environmental commitments and helps improve environmental governance through independent oversight and advice on the law and other matters relating to the natural environment.

The main focus of the Financial Reporting Manager role will be to prepare the audited annual report and accounts for the year ending 31 March 2023, act as the main point of contact for the auditors during the audit process and prepare audit information. The role will also involve assisting with other financial work.

As Financial Reporting Manager your main responsibilities would be:

  • Produce the audited financial report and accounts for the OEP for the year to 31st March 2023.
  • Liaise with the NAO external auditor to establish the audit plan and be the main point of contact for the audit process.
  • Review all transactions to ensure that they are recorded in accordance with the government financial reporting manual (FReM) and other guidelines.
  • Compile audit support for all transactions during the period.
  • Review all expenses and capitalise where necessary in accordance with the capitalisation policy and relevant accounting standards.
  • Liaise with members of OEP staff across the organisation to obtain the information necessary to produce the audited financial report and accounts
  • Producing monthly management accounts and financial management information on a consolidated and separate cost centre basis.
  • Producing monthly management information for Defra, as well as producing ad hoc reporting as required.
  • Managing and monitoring the cash requirements for the OEP, including liaising with the Defra cash management team to ensure appropriate cash management.
  • Recording of all transactions in accordance with the government financial reporting manual (FReM) and other guidelines.
  • Budget management, including supporting budget holders with management of budget lines.
  • Supporting the business planning process and other strategic finance projects..
  • Writing/updating financial policies and procedures.

You’ll have relevant experience in:

  • Finance qualification ACA, ACCA, CIMA, CGMA, CCAB or equivalent
  • Significant experience of working within finance, in particular financial reporting.
  • Demonstrable significant public sector finance experience, including practical experience of Managing Public Money and the government financial reporting manual (FReM).
  • Excellent attention to detail.
  • Adaptable and able to work flexibly across a range of projects with competing deadlines.
  • Excellent written skills to write strategic level documentation for internal and external audiences, presenting financial data in an easy-to-understand format.
  • Ability to communicate and influence across the organisation and externally
