Placemaking Project Officer (PPO)

Scope of Works

Working practices – minimum of 2 days per week and maximum of 4 days per week.

Anything outside of this to be agreed prior with line manager.

Working in the office at times to ensure face to face meetings with line manager.

S106 Project

Recent Planning Review that took place identified the following action to be completed;

Internal Audit Action: The Placemaking Group have agreed to support the CIL and

Infrastructure Agreement Team. The database will be reviewed to ensure it is up to date and all depts involved in s106 obligations regularly update elements that relate to them.

Additional resource has been identified to work up packages of s106 for services to deliver and to reduce the amount held. Finance have also requested a review of long held items that may have been delivered and to make a decision as to whether the funds are claimed, released or continue to be held.

The primary role will be to complete this action reviewing the existing systems in place and developing a new system to address the key objective and outcomes of the Planning review.

This work requires an understanding of planning, legal agreements, IT systems in addition to a sound understanding of the ETI directorate and wider organisation. The key tasks that he will undertake are:

  • Review of S106 monies held by SCC – Identifying those that are available for allocating/spending to Placemaking scheme and/or other services.
  • Review of working practices to ensure visibility of S106 across the Directorate and beyond to maximise its expenditure.
  • Develop and Implement proposals.

In addition to this, the PPO will act as a project lead for multiple Placemaking schemes such as Cranleigh and Croydon Road, overall responsibility for carrying out the following activities;

Seek and secure funding opportunities such as CIL when necessary.

Writing design briefs for Atkins for all project design stages

Commissioning feasibility works such as topo/drainage/traffic surveys

Managing stakeholders both internally and externally at all levels.

Organising and overseeing engagement events with residents/business and other stakeholders

Provide regular project updates and budget forecasts to the PMO.

Undertaking training and CPD for junior members of staff.

Job Type: Temporary contract
Contract length: 5 months

Salary: £150.00 per day
